The strategy for developing the forest industry complex discussed by experts from all over the world
As many experts noted in their presentations, the present day forest industry enjoys special attention of the state bodies and economic agents. The forest complex so far remains a low profitable sector and the returns from the forestry do not correspond with its potential.
According to expert opinion, to improve the situation, first of all the upgrading of the regulatory and legal framework is required. The state forest administration policy in Russia is subject to the Ministry of Natural Development and Environment. The Ministry develops, coordinates and sponsors legal documents on forestry to the Government.
Pavel Trushevskiy, Head of the Department of State Policy in Use and Reproduction of Forests of the RF Ministry of Natural Resources and Environment, stated:
"One of the basic issues the Ministry targets, is to set the state policy priorities in the forest industry. Activities similar to the given one, live discussions with colleagues from other regions help to set these priorities, learn about the problems and realise what needs to be changed. Such meetings are very important".
Over one third of Russian forests are concentrated in the Siberian Region: the forest reserves equal 358.000 ha, wood volume composes over 32 bln m3. Alexandr Gura, Head of the Forestry Department of the Siberian Federal District, pointed out, that it is Siberia's vantage point. Herewith an effective state policy is necessary to solve the existing problems. The suggestions developed at the forum should serve as basis for lawmaking.
"Indufor" company representative Alan Flink (Finland) presented wood production and consumption forecasts and told about the main development trends of the industry for the future. According to him, the key aspects for increasing competitiveness of the forest industry is to switch the forest exploitation model into an intensive one and to enter new markets using the existing scientific potential.
Russia's promising market is bioenergetics. The RF Government is working on a plan for the use of low quality wood, logging waste and industrial wood residue, which are hardly being used at the moment and potentially can serve for bio-fuel production.
"Russia has only recently started to demonstrate positive examples in this field, – according to Pavel Trushevskiy. – However it is a grassroots initiative. Our objective is to systematically realize the project country-wide, based on the existing plan. Participation in similar events is of crucial importance to us, because they generate the milieu of experts who will continue working on the solutions."
The framework of the exhibition and business programm of the Forum scheduled for September 10-13 in the International Exhibition Complex "Novosibirsk Expo Centre" will include the following group of events: International Specialized Exhibition "TEKHNODREV Siberia", International Summit "Experience of the Leading European Enterprises in Woodwork" and MATERIA – Exhibition of Innovative Composite Materials from Raw Wood.
President of the Novosibirsk Chamber of Trade and Commerce Vyacheslav Markelov stated:
"Novosibirsk is the centre of an enormous forest territory. It is not by chance that "Novosibirsk Expo Centre" was chosen as the forum location. This business centre provides all criteria necessary for events of this scale".
