At the panel discussion organized by the Consulate General of Germany in Novosibirsk and the Novosibirsk State Technical University as part of the II Siberian International Energy Forum "Elcom Russia 2013", experts from Germany and Russia argued whether houses in Siberia can be heated with the help of the sun, the wind and the water.
